Plasma physicist James McCanney appears to have been right all along. The Ionosphere is plasma charged (electrojets) via the sun.
For decades and up-to-and-including today, the accepted axiom of astronomy is that "space is inert" (without charge). Now you have further proof that proponents of this theory are and have always been, "full of schite". NASA (which James McCanney refers to as "Never A Straight Answer") appears most prominent here.
What else are they lying to us about? You can bet an awful lot.
