When a pipeline is experiencing high demand, the pressure will be lower. San Francisco, the 2nd most densely populated city in the USA, does have 3 separate hydrant systems. The 1st is potable water. The 2nd is a cistern system of non-potable water. The 3rd is a baywater system that has pump stations and connections for fire boats. That baywater system greatly reduced the fire damage in the 1989 Loma Prieta earthquake. So the message of your video is good. Most likely a portable system somewhat akin to the New York City Super Pumper system. With portable suction systems could work. But the dollars completion could be against it. Los Angeles County does have a system of concrete reservoirs and cisterns for fire fighting water sources. But with the crazy winds, passive fire resistence of structures is the best defence.

How did the line of homes on the water side of the PCH burn? It seems like a line with lots of water on one side and a highway width fire break on the other would be defensible, with a few tankers.
